The Department of Labour, in common with all service organisations, relies on ICT to provide effective and reliable services, says Henry Carr, acting director of information. Additionally, because of its overseas operational role, the Department operates a 24x7 IT service through of in-house and outsourced service providers.

“The main initiative in this area is the ICT Infrastructure Programme, replacing and upgrading equipment, tools and processes including an IP network, ITSM framework, datacentre consolidation and single AD domain. Additionally, third-party services are reviewed for relevance to the organisation and to demonstrate market value,” says Carr.

In 2009/10 the foundation Capabilities Programme will include a replacement of the existing FMIS, implementation of an EDRMS for a number of groups/units in the Department, further data warehouse developments and HRMIS enhancements.
Other significant areas of ICT investment this year include FMIS replacement. CRM and knowledge management systems are also being further developed, with mobilisation and e-business projects planned to help deliver information and communications flexibly and cost efficiently.

The Department of Labour outsources several IT functions include host and PC maintenance and helpdesk to Gen-i and EDS; and applications development to EDS and Datacom among others.

Financial systems are outsourced to QSP and HR Payroll to AMS. EDS, Fujitsu and AT&T are key network management partners, while Zintel provides call centre functionality and services.
