CHRISTCHURCH CITY COUNCIL’S key goals are to build leadership

capability, be performance-driven and accountable for results and

behave according to shared organisational values.

IM and CT manager Gavin Till says ICT systems and staff provide

support for the council, its visions and goals; and in 2008 there are a

number of major projects underway including LASER (local authority

system enhancement/replacement), an overhaul of core council

systems including rates, licence and consents processing; and electronic

document management.

Other areas of focus are targeted deployment of EDMS tools and establishment

of a document repository. The Council will also conduct a tactical upgrade of its

static content management system, with ERP and business intelligence systems

being consolidated.

Till says recent mergers between major software vendors are a poor

direction, driven by the perceived need by vendors to make a short term

return for shareholders rather than producing and developing

high-quality software.

The Council outsources few ICT functions, with most work conducted

in-house. A major telecommunication contract was recently renegotiated

with a satisfying result, says Till.

Communication related projects include initial planning for a unified

communications solution and an extension of VoIP platform implementation.

Targeted deployment of cellular mobile and wireless technologies rounds up the Council’s

ICT communication initiatives for 2008. Planning is also underway on

CRM, knowledge management and business continuity projects.
