Website: www.ird.govt.nzFocus for the Inland Revenue Department (IRD) in 2012 will be on leveraging technology to ensure the on-going operational excellence of the IRD’s ICT systems and infrastructure, which are critical to everyday business operations and business transformation. Plans are underway to develop a strategy and approach to datacentre rationalisation this year, as is the investigation of wireless technology, including policies and processes for the use of mobile devices. Additional areas of ICT investment will include cloud computing, ERP, virtualisation, knowledge management, FMIS, business continuity/disaster recovery, mobility and e-business, among others. To achieve business objectives, says Myles Ward, group manager for IT operations and services, the IS team will “lead the development of ICT systems integration capability, and lead the on-going delivery of the solutions development lifecycle for systems, applications and/or packages, by ensuring that appropriate skills and capability exist to meet current and future business needs.” The team will also “lead the implementation of information systems and technology infrastructure based on agreed IT strategy and modernisation roadmaps, lead delivery of contracted services, appropriate licensing and provisioning through strong vendor relationship management, governance and reporting and lead the development and implementation of information security frameworks, policies and operational procedures and the delivery of information security education and awareness programmes.” 2011 saw advancement through moving away from both paper-based, manual systems and a legacy IT systems environment, enabling a more streamlined and optimised approach to ICT operations. Key projects scheduled for 2012 include developments to the eServices, child support and student loans programmes, business transformation initiatives, implementation of key Budget 2011 directives and associated policy, a mainframe refresh project, a move from JCAPS to Fusion, implementation of online evaluations, and the annual refresh programme (including document storage and retrieval and testing environments). Uptake of key All-of-Government initiatives, as well as directions and priorities of the government, remains a top priority for the IRD. “The support for business transformation by changing how we work with third parties and across government agencies to deliver services, simplifying and streamlining processes, and making better use of information as a collective asset is a focus,” explains Ward. Provision of a centralised ICT service desk and first level support to IRD internal and external customers through ITIL-based service management frameworks and processes will take precedence over the coming months, as well as management of competing systems to meet improvement demands. “We will prioritise effort to ensure delivery of Inland Revenue’s strategic outcomes (including delivery of the legislative programme), and ensure appropriate mitigation of organisational risk,” says Ward.
